A grinder plus a carbide wheel is the cheapest route into shaping timber. The points cut instead of polishing, so waste leaves as chips rather than dust. One wheel sees out a whole box of sanding discs.

Bring the grinder up to full speed clear of the work, then feed the wheel in with light passes. Keep it travelling so it never dwells long enough to scorch a line into the grain. Wear a face shield and a dust mask from the first pass onward.
